TDI Windstorm Transition to the 2024 IRC: What Texas Builders Need to Know
Beginning April 1, 2026, the Texas Department of Insurance (TDI) began requiring residential Windstorm (WPI-8) projects to comply with the 2024 International Residential Code (IRC). While any code change can raise concerns, the good news is that most builders will see very little impact on their ARCXIS structural engineering plans.
The biggest changes involve roof deck protection, expanded Exposure D requirements for certain waterfront properties, and additional documentation during the windstorm inspection process.
Roof Deck Protection
One of the most noticeable changes from the 2018 to the 2024 IRC affects projects located in a “Wind Design Required” areas, generally where the Ultimate Design Wind Speed is 130 mph or greater. These projects now require enhanced roof deck protection assemblies to improve weather resistance if the roof covering is damaged during a high-wind event.

Exposure D is Broader Than Before
Builders should also be aware that Exposure D is no longer limited to Gulf-front construction. Certain homes located near bays, canals, inland lakes, and other large bodies of water may now fall under these requirements.
Because eligibility depends on the property's location, production plans that work on one lot may require project-specific engineering on another. Identifying these conditions early can help prevent redesigns, permitting delays, and costly field changes.
Enhanced Inspection Documentation
The inspection process itself has not changed significantly, but documentation expectations have.
